The National Universities Commission (NUC) officially grants foreign universities permission to establish branch campuses in Nigeria. This monumental policy reversal invites global investment and competition. Professor Abdulahi Yusufu Ribadu, Executive Secretary of the NUC, confirmed this decision. Furthermore, he emphasized that the NUC reviewed its Transnational Education (TNE) guidelines to strengthen global competitiveness.

In addition to welcoming international players, the NUC mandates internal excellence. It replaced the old Benchmark Minimum Academic Standards (BMAS) with the Core Curriculum and Minimum Academic Standards (CCMAS).
- The 70:30 Rule: This new standard dictates the curriculum split. The NUC provides 70% of the core courses. However, universities retain 30% freedom to customize content. This local alignment ensures graduates acquire crucial 21st-century employability skills.
Fulfilling the NUC Foreign Campus Criteria
Foreign universities seeking to establish a campus must adhere to strict regulatory steps. These steps ensure quality and accountability. You must follow this mandatory action plan:

| Accreditation & Quality | The parent university must possess full recognition in its home country. Consequently, programmes in Nigeria must be replicas or comparable to those offered abroad. Moreover, the institution must meet NUC quality standards. |
| Operational Compliance | You must follow the NUC’s established procedure for private universities. This includes submitting a Letter of Intent and paying a specified application fee. |
| Curriculum Alignment | The curriculum must comply with the CCMAS. Significantly, it must also remain sensitive to the Nigerian cultural environment and national laws. |
| Student Protection | The institution must implement enforceable provisions. Ultimately, these provisions protect Nigerian students from potential operational failures. |
