The Joint Admissions and Matriculation Board (JAMB) has officially inaugurated an expert stakeholder committee to develop a comprehensive framework for introducing life skills, analytical reasoning, and critical thinking into the Unified Tertiary Matriculation Examination (UTME).
The initiative aims to move the UTME away from rote memorization and avoid duplicating subject-knowledge assessments already conducted by O’Level examination bodies like WAEC and NECO.

Rationale Behind the UTME Format Overhaul
- Eliminating O’Level Duplication: Candidates are already evaluated on core subject knowledge during WAEC and NECO exams. UTME functions primarily as a ranking and selection exam rather than a certification test.
- Improving Predictive Validity: The board is evaluating whether the current 30-year-old examination format accurately predicts a candidate’s probability of succeeding in tertiary education.
- Alignment with CCMAS Curricula: Tertiary education in Nigeria has shifted to the Core Curriculum and Minimum Academic Standards (CCMAS), placing far greater emphasis on practical skills, analytical thinking, and application of knowledge.
Scope of Committee Deliberations
The inaugurated committee—comprising representatives from universities, polytechnics, secondary schools, examination bodies, student unions, and professional regulatory councils—is evaluating two implementation models:
- Option A: Introduce critical thinking and life skills as an independent, standardized component of the UTME.
- Option B: Embed analytical and logical reasoning questions into existing UTME subject combinations.
The committee is expected to submit its initial findings within four weeks, after which psychometric and assessment experts will draft the final operational framework.
