FG Explains Removal Universities
The Federal Government of Nigeria has provided further operational clarification regarding its decision to exit public universities from the Integrated Personnel and Payroll Information System (IPPIS) and exempt them from obtaining federal recruitment waivers before hiring academic and non-teaching staff.

The policy adjustment, designed to restore university autonomy and eliminate administrative bottlenecks in academic staffing, grants Governing Councils full operational authority over personnel management, staff recruitment, and payroll administration.
Strategic Policy Overview: Waiver Exemption & IPPIS Exit
| Operational Parameter | Policy Specification |
| Executing Authority | Federal Ministry of Education & Federal Civil Service Commission |
| Target Institutions | Federal Universities, Polytechnics, & Colleges of Education |
| Core Reform Focus | Full Administrative Autonomy & Decentralized Staff Payroll |
| Recruitment Status | Direct Hiring via Governing Councils (No Waiver Required) |
| Financial Oversight | Government Integrated Financial Management Information System (GIFMIS) |
Primary Objectives Behind the Policy Exit
Federal authorities outlined key structural reasons for removing tertiary institutions from central recruitment mandates and the IPPIS network:
- Restoration of Institutional Autonomy: Re-establishing the statutory powers of University Governing Councils to declare vacancies, conduct recruitments, and manage academic staff establishment without approval delays from the Office of the Head of Civil Service of the Federation (OHCSF).
- Elimination of Academic Brain Drain Gaps: Enabling universities to quickly replace retired, resigned, or deceased professors and specialized lecturers without waiting months for federal recruitment waivers.
- Peculiarities of Academic Staffing: Addressing long-standing complaints by the Academic Staff Union of Universities (ASUU) regarding IPPIS inefficiencies, such as miscalculated sabbatical allowances, research grants, and promotion arrears.
Financial Accountability and Payroll Controls Under New Framework
The Federal Government emphasized that exiting IPPIS does not mean an absence of financial oversight. University Governing Councils and Vice-Chancellors will continue to operate under federal fiscal guidelines:
- Disbursement via GIFMIS: Personnel funding will be disbursed directly to individual institutional accounts through the Government Integrated Financial Management Information System (GIFMIS).
- Strict Carrying Capacity Checks: Institutions must comply with their approved staff establishment budgets and National Universities Commission (NUC) student-to-lecturer ratio benchmarks.
- Regular Fiscal Audits: The Office of the Accountant General of the Federation (OAGF) and the Auditor-General for the Federation will conduct periodic financial audits to prevent payroll inflation or unauthorized appointments.
