4.1 MEANING OF LAW AND ORDER
Meaning of Law
Law refers to the entire system of rules and regulations that citizens of a country or members of an organized society are expected to obey. Laws are made by the government through the legislature, which is an organ of government in a democratic state. Laws are made in accordance with the constitution of a country.

Meaning of Order
Order, according to the Longman Dictionary of Contemporary English, is a situation in which rules are obeyed and authority is respected.
Orderliness
Orderliness is the condition or state in which laws and rules are obeyed. There is orderliness when citizens comply with government rules and regulations.
Law and Order
Law and order exist when citizens conduct their activities according to laid-down rules and regulations, thereby ensuring peace and progress in society. A breakdown of law and order occurs when laws are disobeyed and peace is disturbed.
