The Joint Admissions and Matriculation Board (JAMB) has officially addressed the ongoing mobilization challenges facing Higher National Diploma (HND) graduates. Prof. Is-haq Oloyede, the JAMB Registrar, confirmed that the board does not oversee HND admissions or the subsequent NYSC mobilization process.
Understanding the HND Mobilization Gap
Prof. Oloyede explained that JAMB’s legal mandate covers only first-degree, National Diploma (ND), and NCE programs. Individual polytechnics and the National Board for Technical Education (NBTE) manage HND admissions independently. Because JAMB does not collect HND data, it cannot facilitate the mobilization of these graduates into the NYSC scheme.
Why NYSC Rejects Certain Graduates
The Registrar highlighted two critical factors that stall HND mobilization:
- Illegal Part-Time Programs: Institutions often run “Daily Part-Time” tracks that do not meet the NYSC full-time study requirement. Oloyede warned that these programs exploit students and lead to automatic rejection by the service scheme.
- Failure to use CAPS: Many students bypass the Central Admissions Processing System (CAPS) during their ND registration. This creates a data discrepancy that prevents successful HND mobilization later in their academic career.
Ensuring a Seamless Transition
Graduates must ensure their institutions follow proper regulatory channels. Prof. Oloyede urged polytechnics to stop offering unconventional programs that jeopardize the future of their students. To avoid issues with HND mobilization, candidates should verify their ND records on the JAMB portal before proceeding to higher levels of study.
