The Federal Ministry of Education (FME) has clarified that the presidential approval for the Federal University of Science and Technology, Epe, in Lagos State, was granted before the Federal Executive Council’s (FEC) adoption of the seven-year moratorium on creating new federal tertiary institutions.
According to the Ministry, President Bola Ahmed Tinubu, GCFR, approved the establishment through a Presidential Executive Memo, and this approval preceded the FEC’s moratorium decision.

FME Explains Timing of Epe University Approval
In a statement released in Abuja, the Minister of Education, Chief (Dr.) Maruf Tunji Alausa (FAMedS), CON, confirmed that the Federal University of Science and Technology, Epe, was one of three institutions approved by the President before the moratorium was implemented.
The other two institutions approved at the same time were:
- Federal University of Science and Technology, Kachia, Kaduna State
- Federal University of Environment and Technology, Tai and Koroma, Ogoni Land, Rivers State
Delay in Public Announcement Clarified
The FME further clarified that the public announcement of the Federal University of Science and Technology, Epe, came later because the Senate had gone on its 2025 annual recess before passing the institution’s establishment bill. The delay in the legislative process postponed the formal transmission of the bill to the President.
FME Reaffirms Commitment to Seven-Year Moratorium
The Federal Ministry of Education (FME) reaffirmed that despite the approval of Epe University, the seven-year moratorium on establishing new tertiary institutions remains valid and binding.
Dr. Alausa emphasized that the Federal Government is focused on strengthening existing institutions and enhancing infrastructure, rather than creating additional universities during the moratorium period.
