CHAPTER 3 – HUMAN TRAFFICKING

3.1 DEFINITIONS AND KEY CONCEPTS

Human trafficking: recruitment, transportation, transfer, harbouring or receipt of persons, by means of threat, force, coercion, abduction, fraud, deception or abuse of power, for the purpose of exploitation (labour, sexual exploitation, organ removal).

Smuggling vs trafficking: smuggling is consented cross-border facilitation for pay; trafficking involves exploitation and victims may be moved within or across borders under coercive or deceptive conditions.

Human trafficking is similar to illegal migration. However, traffickers may sometimes obtain legal travel documents such as international passports, visas, and permits through lies and deception. Victims are often deceived into believing they are travelling for legitimate business, education, or employment.

3.2 MAJOR FORMS OF TRAFFICKING

• Sex trafficking / sexual exploitation — forced prostitution, pornography.
• Labour trafficking — forced labour in agriculture, mining, domestic servitude, construction.
• Child trafficking — child labour, hawking, domestic servitude, forced begging.
• Organ trafficking — less common but possible.
• Internal trafficking — within the country from rural to urban areas.
• Cross-border trafficking — to neighbouring countries and overseas.

3.3 CAUSES AND RISK FACTORS

• Poverty and lack of jobs — drivers for families to accept risky offers.
• Lack of education — limited awareness of danger signs.
• Unemployment and underemployment — push factors.
• Weak law enforcement and corruption — traffickers exploit gaps.
• Cultural practices — child fosterage systems can be abused.
• Conflict and displacement — children and families become vulnerable.
• Demand for cheap labour and commercial sex — pull factors.

3.4 TRAFFICKING ROUTES (GENERAL PICTURE)

• Internal movement from rural areas to cities for work or schooling.
• Cross-border flows within West Africa (e.g., Nigeria → Benin, Ghana) and onward to North Africa and Europe via irregular migration networks.
• Traffickers use fake recruitment agents, social media ads, family/peer networks.

3.5 CONSEQUENCES FOR VICTIMS AND SOCIETY

• For victims: physical abuse, sexual violence, disease (HIV), psychological trauma, loss of education, social stigma.
• For families and communities: broken families, economic loss, social instability.
• For national development: undermines human rights, increases crime and insecurity, and tarnishes a country’s image.

3.6 PREVENTION AND PROTECTION

• Awareness and education: community sensitization on recruitment red flags, educating young people about safe migration.
• Economic empowerment: vocational training, microcredit, income-generating activities for vulnerable families.
• Policy and law: strong anti-trafficking laws, prosecution of traffickers, cross-border cooperation.
• Protection services: shelters for victims, medical and psychosocial care, legal assistance, family reunification.
• Civil society and faith groups: crucial role in community detection and rehabilitation.

3.7 ROLE OF STAKEHOLDERS

• Government: legislation, enforcement, victim support programs (e.g., National Agency for the Prohibition of Trafficking in Persons – NAPTIP in Nigeria).
• Police & immigration: investigation and border controls.
• NGOs: prevention, rescue, rehabilitation.
• Schools & religious institutions: education and early warning.
• Media: awareness and responsible reporting.

3.8 AGENTS OF HUMAN TRAFFICKING

1. Traffickers:
   Traffickers act as the link between supply and demand. They recruit, deceive, transport, receive, and exploit victims. This group includes:
   • Recruiters
   • Transporters
   • Pimps and brothel keepers
   • Corrupt border officials
   • Producers of fake documents
2. Victims of Trafficking:
   These include women, children, and men who are deceived, transported, and delivered into the hands of exploiters for profit.

3.9 CATEGORIES OF HUMAN TRAFFICKING

Human trafficking can be grouped into four categories:

1. Those with Consent:
   Victims initially agree to travel for specific jobs. However, upon arrival, the original agreement is altered, and they are forced into slavery or exploitation.
2. Those Who Are Deceived:
   Victims are lied to about job opportunities, income, and living conditions abroad.
3. Recruited Victims:
   Victims are recruited through fake advertisements, mail-order bride catalogues, or casual acquaintances.
4. Kidnapping:
   Victims, including children and adults, are abducted from homes, schools, workplaces, or during conflicts and wars.
