FG Raises Alarm Over
The Federal Government of Nigeria has expressed deep concern over the failure of state governments, state universal basic education boards (SUBEBs), and public tertiary institutions to access and deploy N267 billion in allocated education intervention funds.

The unutilised funds, accumulated under agencies such as the Universal Basic Education Commission (UBEC) and the Tertiary Education Trust Fund (TETFund), remain trapped due to the inability of beneficiary institutions to meet statutory matching grant conditions and fulfill reporting requirements.

Executive Breakdown of Unutilised Public Education Funds

Intervention Fund Category	Estimated Idle Amount	Primary Beneficiary Target	Main Bottlenecks to Access
UBEC Matching Grants	N140+ Billion	State Primary & Junior Secondary Schools	Unpaid 50% State Matching Counterpart Funds
TETFund Intervention Accounts	N120+ Billion	Public Universities, Polytechnics, & Colleges	Delayed Project Clearance & Retirement Reports
Special High-Impact Allocations	N7+ Billion	Specialized Research & Infrastructure Projects	Non-Compliance with Federal Procurement Guidelines

Key Causes Hindering Fund Disbursement and Project Execution

1. Failure to Provide Counterpart Funding: Several state governors have consistently failed to allocate the mandatory 50% matching counterpart funds required by law to draw down UBEC allocations for primary education infrastructure.
2. Delayed Retirement of Previous Grants: Beneficiary universities, polytechnics, and colleges of education face delays in clearing earlier disbursement phases, blocking subsequent tranche releases under TETFund regulations.
3. Complex Procurement Compliance: Strict adherence to the Public Procurement Act and prolonged bidding verification processes have stalled infrastructure upgrades across beneficiary campuses nationwide.

Directives and Proposed Interventions by Federal Authorities

• Mandatory State Deadlines: The Federal Ministry of Education has warned state governments to fulfill their counterpart funding obligations or face potential reallocation of idle capital funds to compliant states.
• Streamlined Retirement Dashboards: TETFund and UBEC are transitioning to automated reporting portals to enable real-time verification of project progress and simplify retirement workflows.
• Auditing of Capital Projects: Federal monitoring teams have been dispatched to inspect abandoned classroom projects and uncompleted laboratory blocks across affected states.
